I think this was for Mutants and Masterminds, which is D&D with superhero characters.
Super-Chimp:
Despite being (mostly) out of the public eye for over 30 years, Super-Chimp remains a cult figure. Originally one of the NASA space chimps, his story begins after returning from space in November 1961. Legend (and Super-Chimp) have it he was abducted by aliens, but current evidence points towards cosmic radiation. Either way: he came back, and he came back smart.
For several years following, he was prodded meticulously by government scientists. It quickly emerged that Super-Chimp had an attitude problem. His constant tantrums and taciturn manner frustrated the scientists and, after flinging poop at a high-ranking official, he was scheduled to be terminated and autopsied. Sensing a miscarriage of justice, Super-Chimp conducted a daring escape to contact the ACLU.
The resulting case: Super-Chimp vs. The USA, was a breakthrough civil liberties case that gave all beings with human (or better) intelligence equal rights under the law. It also made Super-Chimp famous; his pissed-off vibe struck a chord with the counterculture, and he quickly became affiliated with the various political and social movements of the 1960’s.
However, in 1968, his life changed when he saw The Planet of the Apes. Super-Chimp saw the potential of a chimp-led future, and after campaigning furiously for a lead role in the sequel (and failing), he decided to try to make that dream a reality.
The 1970’s began and ended with one goal: a global sex tour in which Super-Chimp procreated with thousands of chimpanzees across the planet. Only a small number of the resulting chimps were smart, but it was enough to set his dream in motion.
